1. National technical university of Ukraine “Kyiv politechnical institute”(NTUU “KPI”) admits Ukrainian citizen, foreigners and persons without citizenship, who are staying at Ukraine on legal grounds, have according educational (educational qualification) level and are wishing to attain higher education.

2. Foreigners and persons without citizenship training is conducted in accordance with Law of Ukraine “Про правовий статус іноземців та осіб без громадянства”, resolutions of Cabinet of Ministries of Ukraine “Про навчання іноземних громадян в Україні” and “Про затвердження Положення про прийом іноземців та осіб без громадянства на навчання до вищих навчальних закладів”, Ukrainian President Orders “Про заходи щодо розвитку економічного співробітництва областей України з суміжними прикордонними областями Російської Федерації” and „Про заходи щодо розвитку економічного співробітництва областей України з суміжними областями Республіки Білорусь і адміністративно-територіальними одиницями Республіки Молдова”, and with NTUU “KPI” Regulations on foreigners admittance. Foreigners receiving state grants due to international agreements, general country programs, other Ukrainian international obligations, are admitted for study based on direction from Ministry of education and science of Ukraine within state order.

Upon admittance for education on educational professional programs of specialist and masters degree of individuals, who apply a document about attained at foreign country educational qualification level, procedure of document about attained educational qualification level nostrification is required in established order. Nostrification of such documents is performed during first year of study.

Foreigners of Ukrainian origin, who have received direction to study from officially registered Ukrainian national-cultural societies upon applying to training directions “arts”, “Philology”, “Sociology”, “Publishing and editing” maintain same rights as Ukrainian citizens.

Upon admittance to different training directions (specialties) foreigners of Ukrainian origin, who have received directions to study from officially registered Ukrainian national-cultural societies, maintain same rights as Ukrainian citizens if they took part in international competitions on general subjects, entrance exams on which are main for application to selected by applicant training direction (specialty).

3. all Ukrainian citizens who apply to NTUU “KPI”, have right to freely attain higher education on comprehensive basis regardless of sex, race, nationality, social and property status, character of work, ideology, political outlooks, religion, health, home address and other conditions, if higher education on this educational qualification level is attained for the first time.

4. Specialists training at NTUU “KPI” is conducted in following educational forms:

• day-time;
• by correspondence.

5. For taking part in contest on acceptance to the first year at NTUU “KPI” citizens of Ukraine having document of the country standard about full general secondary education are admitted.

6. accepting applications for entering first year of study at NTUU “KPI” is conducted on training directions of specialists of educational qualification level of “bachelor” within one faculty (institute).

acceptance is performed based on the results of contest within selected faculty or university institute with regard to training directions of educational-qualification level “bachelor”.

7. Financing of specialists training is conducted:

• at the expense of State budget of Ukraine and local budgets – by state order;
• at the expense of favorable long-term loans;
• at the expense of legal entities;
• at the expense of individuals.

Training at the NTUU “KPI” of individuals, who already have higher education on this educational qualification level is financed at the expense of funds determined in subparagraphs “в” and “г” of current paragraph (aside from cases determined by current Ukrainian law).

8. Documents acceptance (submission of applications), procedure of competitive selection and acceptance of citizens, who apply to Military institute of telecommunications and informatics at NTUU “KPI” and Institute of special communications and information security is conducted according to appendix to these Rules.

Documents acceptance, procedure of competitive selection and acceptance of citizens, who aply for study on educational professional programs of training specialists, masters and individual programs of bachelor training based on earlier attained of educational qualification level “junior specialist” provided that they apply to according training directions is regulated with according Regulation.

9. In terms determined for document submission applicants personally apply statements addresed to the head of NTUU “KPI”, where they specify training direction, form and sources of education financing.

applicant provides along with the statement:

• document of the state standard about full general secondary education (certificate or diploma) and it’s appendix either original or copy by personal choice verified in determined order;
• medical certificate of form 086-О, which allows to study at the chosen training direction by the state of health(either original or verified copy);
• 6 photos of size 3 х 4 cm;
• 2 mailing envelopes with stamps;
• Ukrainian center for education quality assessment certificates (either originals or verified copies) on disciplines, which match the list presented in paragraph 20 of these Rules, for taking part at the contest for admittance to selected training directions (specialties).

Passport (birth certificate for individuals, who don’t have passport due to age), military certificate, identification code and it’s copies, education document original, certificate(s) original, medical certificate of form 086-O original (upon their copies submission) and documents giving right for benefits determined by the current Ukrainian law or determined by the limitations for entrance to the university to relevant training directions (specialties) stated by the legal acts (and their copies), applicant presents personally in terms specified for document submission.

Documents, which do not meet the requirements, specified earlier, are not taken into consideration.

age limitation for benefits given to children according to Ukrainian law are determined by the last day of document submission for the relevant educational form.

Individuals taking part in contest for submission into several higher educational institutions have to submit original educational certificate, original certificate(s) and original medical certificate of form 086-O to the submission committee of NTUU “KPI” (if he/she decides to study at the NTUU “KPI”) in term of five days after announcement of list of individuals recommended for submission to NTUU “KPI” for studying upon state order and at the expense of state beneficiary long-term credits.

Individuals recommended for submission, who haven’t provided original documents about education, original certificate(s) and original medical certificate of form 086-O to the submission committee of NTUU “KPI” in timely fashion (five days) are not admitted to NTUU”KPI” for studying at the positions of state order and for studying at the expense of state beneficiary long-term credits.

10. For daily form of education documents are accepted since 29 June till 29 July. For comprehension form of study documents are accepted since 20 July till 20 august, except training directions “arts”, “Publishing and editing” and “Law” for which documents are accepted since 29 June till 29 July.

11. admittance to NTUU “KPI” is conducted on competitive basis based on results of educational achievements evaluation on subjects stated in paragraph 20 of these Rules.

For a competitive selection process external independent evaluation of educational achievements, backed up by the certificates of the Ukrainian Center for Evaluation of Education with the results of evaluation of their knowledge in the current year are accepted

applicants, who haven’t attached to the application certificates on subjects stated in the paragraph 20 of these Rules, or have attached certificates with lower scores than set by these Rules, are not allowed to take part in selection process.

12. Selection process is conducted:

for daily educational form since 30 July;
for comprehension form of study:

• since 30 July for training directions “arts” , “Publishing and editing” and “law”;
• since 21 august for other training directions.

13. acceptance is conducted:

• for daily form of study – up to 10th august;
• for comprehension form of study – up to 31st august, and for training directions “arts”, “Publishing and editing” and “Law” up to 10th august.

14. Participants of international or winners (individuals awarded with diplomas of I-III levels) of IV stage of Ukrainian students contests on base disciplines and III stage of Ukrainian contests-defences of scientific-research projects of students-members of junior Ukrainian academy of Sciences in case they are applying for training directions which are having their contest discipline as main subject are admitted to NTUU “KPI” in case they apply certificates of Ukrainian center for quality of education evaluation (according to the list stated in the paragraph 20 of these Rules) with score not lower than set by these Rules.

act of this paragraph is effective only against participants (winners) of contests, who during the contests studied in 2008/2009 academic year in 11th(12th) grades of high school and in later years of study at professional technical educational institutions.

15. For entrance exams in the form of interview and admittance to the NTUU “KPI” only individuals, who by the Ukrainian Law “Про статус і соціальний захист громадян, які постраждали внаслідок Чорнобильської катастрофи” are granted this right are permitted.

Individuals, who by the interview results are not recommended for acceptance, have right to take part in the general contest on conditions of applying certificates of Ukrainian center for quality of education evaluation (according to the list stated in the paragraph 20 of these Rules) with scores higher than set by these Rules. Entrance exams in form of interview are conducted on subjects stated in the paragraph 20 of these Rules for relevant training direction (specialty) and on special subjects, which is determined by the academic board of relevant faculty(institute) and is approved by the decision of inspection board.

16. University entrants admitted for contest by the inspection board are given the recommendation for acceptance to NTUU “KPI” by the contest based on the total score specified in the certificates of Ukrainian center of quality of education evaluation (and/or received score on entrance exams) on subjects stated in paragraph 20 of these Rules if different is not stipulated by the current Ukrainian law, these Rules of admission and other regulatory documents.

For contest only results received in current year are considered.

17. In case of applying certificates of Ukrainian center of quality of education evaluation (in accordance with list stated in paragraph 20 of these Rules) with the total score higher than set by these Rules are accepted without contest:

• individuals, who are given such right by the Ukrainian Law „Про статус ветеранів війни, гарантії їх соціального захисту”;
• children – orphans (who do not have both parents) and children, who have been left without guardianship of both parents, and individuals of said category in age of 18-23 yrs;
• disabled individuals of 1 and 2 groups and disabled children younger than 18 years, who do not have medical issues with studying at the selected training direction (specialty);
• individuals, who are granted such right by the Ukrainian law “Про статус і соціальний захист громадян, які постраждали внаслідок Чорнобильської катастрофи”;
• children, whose parents have died or have become disabled at the coal-mining enterprises, upon applying to mining specialties;
• children of Ukrainian Military Forces members, other military formations, law enforcement officers, who have died while carrying out duties;
• members of miners and rescuers families’, who died as a result of catastrophe at the enterprise «Mining station of O.F. Zasyadko», according to the appendix 6 to the order of Cabinet of Ministries of Ukraine since 9 January 2008 #6 “Деякі питання соціального захисту членів сімей загиблих шахтарів та гірничорятувальників”;
• individuals, who are given such right by the Law of Ukraine”Про підвищення престижності шахтарської праці”.

18. according to the total score by the separate contest are accepted to the first year of study:

• for designated positions individuals, who have designated direction according to the order of Cabinet of Ministry of Ukraine since 29.06.99 #1159 “Про підготовку фахівців для роботи в сільській місцевості” (with changes);
• for designated positions individuals, who have designated direction according to the Law of Ukraine “Про статус і соціальний захист громадян, які постраждали внаслідок Чорнобильської катастрофи”.

Individuals, who haven’t been accepted by the separate contest, may take part in contest on general conditions.

19. In case of contest issues among university entrees with the same total score following priorities are set(by the level of significance):

• individuals, who are given such right by the law of Ukraine “Про основи соціальної захищеності інвалідів в Україні” (with changes) and who have no medical issues studying at the selected training direction (specialty);
• Ukrainian citizens, who have served military service and have positive recommendations from their commanding officers;
• individuals, who are given such right by the Order of the President of Ukraine since 12.09.207 #849 „Про рішення Ради національної безпеки і оборони України від 4 вересня 2007 року „Про основні напрями фінансового забезпечення заходів щодо підвищення життєвого рівня населення у 2008 році”;
• individuals, who are given such right by the law of Ukraine “Про соціальний і правовий захист військовослужбовців та членів їх сімей”;
• graduates of high school (full general secondary education), awarded with golden or silver medals;
• individuals, who are living at the territory of population aggregate, which is given status of mining in the defined order;
• individuals, who work by the specialty (for entrees by comprehension);
• graduates of the system of pre-university training of NTUU “KPI” of 2009, who have highest total score;
• entrees, who have scored highest number of points on main subects (for entrees on the training directions of “arts” – highest score for entrance exam on “composition”);
• individuals, who have higher average total in the document for general secondary education (re- scoring between 4-point and 12-point scales is conducted based on scale according to Ministry of education and science of Ukraine since 04.09.2000 #428/48 “Про запровадження 12-бальної шкали оцінювання навчальних досягнень учнів у системі загальної середньої освіти”).

20. List of subjects by which the contest is held for the according training directions:

*Creative contest when applying for “arts” training direction consists of three exams: landscape (picture), still life, composition.

Selection procedure on all subjects is conducted based on results of external independent evaluation of educational achievements of graduates of educational institutions of general secondary education system backed up by certificates of Ukrainian center of quality of education evaluation, received by the graduates in current year (except cases defined by the Conditions of admission to higher educational institutions of Ukraine and other regulatory documents).

Entrees are accepted to the selection process only in case when score for one of the main subjects is higher than 150 points when scores for all other subjects are higher than 124 points. In other cases entrees are not admitted for the selection process.

21. Second try on entrance exams in order to get higher score is not allowed.

22. University entrant, who hasn’t showed up for entrance exam without reasonable excuse at the appointed time, or whose knowledge was evaluated in lower points than set by these Rules, and also those who have taken back their documents after the deadline for the submission of documents for the relevant form of study are not allowed for taking part in the selection process and/or further entrance exams. Deadline for entrance exams for university entrants, who haven’t showed up with reasonable excuse is set by the inspection board, but is not later than 7th august.

23. Statement of appeal on results of entrance exams conducted at NTUU “KPI” are filled out by the university entrants and are considered according to “Положення про порядок подання і розгляду апеляцій для абітурієнтів NTUU “KPI”. Statements filled out in not prescribed by these Regulations order manner are not considered.

24. Students who have taken back their documents but haven’t started their lessons in 10 days from their beginning without reasonable excuse are expelled from the university. For freed this way positions additional contest may be held among individuals, who have applied certificates of Ukrainian center of quality of education evaluation (passed the entrance exams).

25. all questions regarding admitting to NTUU “KPI” are resolved by the university inspection board.

Due to the reforms in higher education system rules of admittance to NTUU “KPI in 2009-2010 may change over time.
